There can actually be a surprisingly sophisticated system presence in the 'Interdicted' Class X systems. Or absolutely nothing, in systems which are undeveloped.

Interdicted System: There will be a Navigation Beacons in orbit around the Interdicted planet(s), as well as leading/trailing the solar orbit of the planet(s). These beacons will provide the standard location message in addition to the warn-offs regarding contact with the interdicted planet.

Class A starports are system-wide installations, delivering a wide array of services.

Facilities

While the Primary Highport will be in close orbit around the MainWorld for a system, there will be a minimum of two subsidiary starports leading and trailing the MainWorld by 120 degrees in its orbit around it's star. While the size and capabilities of these subsidiary ports will vary from system to system based on the needs, but at a minimum there will be facilities for passenger & cargo transfer

It will serve as the primary passenger transshipment point, as well as accept and deliver cosigned cargoes to their carriers. Shuttle flights to the planet surface (via the main or satellite downports) will be available on a regular schedule. Satellite Highports are also stationed around the System periphery, positioned on the 'least time' Jump Lines for the host system's major trading partners. The other Jump Lines will be served by smaller facilities, consisting of at least a System Traffic Control beacon, and possibly cargo and fuel facilities.
The Highport will also maintain the orbital shipyards for ship construction, maintenance or repair.
Other facilities that may be present would be long-term cargo stowage (in orbital shelters), independant repair and upgrade facilities.
Only cargo arranged through registered factors can be obtained at the HighPort - merchants wishing to make independant cargo purchases will have to go to the downport.

Facilities
The primary downport for the starport complex serves primarily as the administrative hub for the StarPort Authority. Downside facilities would be primarily focused on high-return enterprises, such as passenger lodging, short-term ship berthing, short-term cargo storage and crew entertainment facilities.
Other facilities that may be present (possibly at the auxilliary downports) would include: Custom's warehousing and inspection, bond warehousing for mid- and long- term cargo stowage, repair facilities for ships and ship equipment.
Independant cargo factors may be contacted via the downport - only SPA registered factors may legally conduct business at the HighPort.
